Refined proposed voter law:
1. Only individuals certified by the local board of elections can collect ballots.
2. Any individual having their ballot collected must show ID to the certified official collecting the ballot.
3. Individuals self-delivering their ballot must show ID to the official collecting the ballots.
4. Once the official collects the ballot, they must maintain control of it until delivery to the local board of elections. The delivering collector's ID is documented, and all delivered ballots are certified as such.
5. The person delivering these ballots will certify that all IDs have been checked for each ballot.
6. If an individual wishes to vote in person, they must show ID before entering the polling location.
7. All mail-in ballot requests must have the ID verified through an approved online verification service.
8. Implementing a "No ID, No Vote" policy.
These refinements aim to bolster the security and accountability of the voting process, while also ensuring that mail-in ballot requests are subject to a reliable online ID verification process.
